To fix this error in webmaster tools, at strucure data tools, the error Cannot verify that rel=author markup has established authorship for this webpage,  which will affect the appearance of your site in search engine, and increase the CTR for your site .

You have to do the following in blogger : 

1- Go and check your site live on structured data tools, because webmaster tools smetimes take time to update their data to be sure you still have this problem. 

2- Go to your blogger and their is button  google + press on it and add it as shown in picture below.

3- Go to your gmail account and and press in view profile. 


4- Press in about and fill some information about you and add picture as shown below

5- Search down for links and add your URL address their in contributor to and save it as shown in picture below :

Congratulation your site is added already to your Google plus account, and i think this is the easiest way to add from blogger, you can go to check it live if its updated and this error is disappeared from your webmaster tools, it will take time to remove this error on you webmaster tools to update, so you can check it if it solved from structured tools.
